The amount of financial assistance provided to each client may vary based on their specific circumstances and the available funding. Our goal is to supplement existing resources and work collaboratively with other support systems to ensure sustainable housing solutions.

Person-In-Environment
Housing Program

The Person-In-Environment Transition Housing Program is a comprehensive housing and support initiative built upon the Person-In-Environment (PIE) theory, which recognizes the profound influence of an individual's surroundings on their life and behavior. Developed and researched extensively by Theory Approach Inc., this program aims to address and improve the overall dynamics that contribute to homelessness and related issues.

How the Referral Process Works:

  1. Submission of Referral: Social service providers or agencies who have identified individuals or families in need of housing support can submit a referral to Theory Approach Inc.

  2. Review by the Board: Once a referral is received, our board of directors carefully evaluates the client's situation and assesses their eligibility for our housing program.

  3. Approval Notification: If the client's case is approved, both the agency that submitted the referral and the client will be notified. It is at this point that the agency and the client will learn the specifics of the financial assistance provided on a monthly basis.

Program Approach

  • Environment Analysis: The program conducts a thorough assessment of the client's environment, encompassing home life, religion, family, social circle, employment, and community ties.

  • Root Cause Exploration: By examining the past impacts on the family or individual, the program seeks to identify the origin of their challenges and how a change in environment can mitigate homelessness risks.

  • Referral-Based Entry: To ensure assistance is provided where genuinely needed, referrals are accepted exclusively from social service agencies, shelters, CPS, family-based safety services, hospitals, and school social workers.

  • Approval Process: Upon referral, Theory Approach Inc. staff and board review the case and notify both the referring agency and the client of their program approval.

  • Documentation: Clients are guided through the necessary paperwork and forms, which, once completed, enable them to access program services.

Program Requirements

To participate in the Person-In-Environment Transition Housing Program, clients must meet the following criteria:

Admission Criteria:

  • Families must have or be eligible for Medicaid insurance.

  • Accepted insurance partners: Texas Children's Health Plan, Molina Healthcare, Superior Health, or Community Health Choice (for funding).

  • Families without insurance or ineligible for Medicaid can still receive services, but funding will not be available.

  • At least one family member must have a mental health disorder, concern, or behavioral issue (this can include the parent or child).

  • Parents must have a W-2 employer or secure employment within 90 days of program referral.

  • Families already receiving housing assistance (e.g., Section 8 or low-income programs) or mental health services from other agencies (e.g., Harris Center, Tri-County) are not eligible.

  • Children must live with their parents.

Financial Responsibilities

Participants in the program are expected to contribute to their housing expenses, as Theory Approach Inc. covers a percentage of their rent but not the full amount. Families receive an agreement outlining the program's financial contribution for the up to12-month term. They are responsible for paying their own utilities and the designated percentage of rent.

Program Goal 

The primary objective of the Person-In-Environment Transition Housing Program is to empower individuals and families to achieve stability and independence. Over the 18-month program duration, clients receive support to secure their own apartment in their name, learn essential life skills like budgeting and apartment searching, and embark on a journey toward personal healing and self-sufficiency.

In essence, Theory Approach Inc.'s innovative approach to transition housing seeks to equip clients with the tools, resources, and knowledge necessary to leave behind homelessness and build a brighter future.
